It focuses on ensuring the municipality and community are ready to work together, with clear roles, sufficient support, and a shared sense of direction. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is often the phase that\u2019s rushed or overlooked. But in practice, it\u2019s where much of the long-term success is shaped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-3\" style=\"color:#577485\">Step 1: Forming the Right Teams <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The STR begins by establishing two core teams. These aren\u2019t temporary working groups. They\u2019re structured, accountable teams that help lead the process through all four phases.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\"><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">The&nbsp;<strong>Municipal Task Team (MTT)<\/strong>&nbsp;comprises senior municipal officials from various departments, individuals who understand how the system operates. An official appointed by the Municipal Manager as the STR Project Manager leads this team and includes planning, infrastructure, LED, finance, and community development.<\/span><\/li>\n\n\n\n<li class=\"\"><span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">The&nbsp;<strong>Community Task Team (CTT)<\/strong>&nbsp;brings in local voices. It includes respected residents who can reflect a broad range of experiences, from youth to business owners, to people living in informal or underrepresented areas.<\/span><\/li>\n<\/ul>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">Together, these teams ensure that planning is both technically sound and socially responsive. Each team plays a different role, but both are critical. &nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\ud83d\udccc <em>Regeneration can\u2019t succeed without both internal coordination and community alignment. These two teams create the space for both.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-4\" style=\"color:#577485\">Step 2: Checking For Readiness<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before moving into planning or engagement, the municipality completes a <strong>readiness assessment<\/strong>. This helps identify:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">Whether there\u2019s political support from the mayor and council<\/li>\n\n\n\n<li class=\"\">If internal staff capacity is in place to support the process<\/li>\n\n\n\n<li class=\"\">What policies or plans are already active (e.g. SDFs, precinct plans)<\/li>\n\n\n\n<li class=\"\">Who the key community stakeholders are, and how they\u2019ve been involved before<\/li>\n\n\n\n<li class=\"\">What additional support will be needed from provincial or national partners<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This assessment isn\u2019t only for municipalities; it gives communities clarity on where the process stands and whether the foundation is solid enough to build on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-5\" style=\"color:#577485\">Step 3: Clarifying Roles and Responsibilities<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Once the teams are set up and readiness is confirmed, the municipality leads a process to clarify the roles and responsibilities of each team member. STR provides templates and tools to help define:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">The role of the municipal manager, mayor, and councillors<\/li>\n\n\n\n<li class=\"\">Responsibilities of each municipal department involved<\/li>\n\n\n\n<li class=\"\">The scope and accountability of the MTT and CTT<\/li>\n\n\n\n<li class=\"\">How decisions are made, and how information is shared<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This step strengthens coordination and avoids duplication, confusion, or delays later. Everyone involved knows their role, and expectations are clear from the start.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-6\" style=\"color:#577485\">Step 4: Developing a Shared Plan to Move Forward<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The last part of Phase 1 is developing a shared plan to guide the next phase. This isn\u2019t a detailed regeneration plan yet, that comes later, but it\u2019s a basic work plan that outlines:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">Key activities and responsibilities for each phase<\/li>\n\n\n\n<li class=\"\">A schedule of meetings and engagement steps<\/li>\n\n\n\n<li class=\"\">Budget allocations and reporting timelines<\/li>\n\n\n\n<li class=\"\">Communication and decision-making protocols<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When this is done well, it sets a steady pace for the town\u2019s STR journey. The municipality and community are no longer working in parallel; they\u2019re working together from a single roadmap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-7\" style=\"color:#577485\">Why This Foundation Matters<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every step in Phase 1 builds something essential: coordination, trust, shared leadership.
